Spain is set to implement significant updates to its road safety and traffic regulations starting October 1, 2026. These changes aim to enhance safety for motorists, cyclists, motorcyclists, moped users, pedestrians, and electric scooter riders, introducing new requirements for overtaking, emergency corridors, and the use of protective equipment.
One of the key updates mandates that drivers overtaking cyclists, pedestrians, mopeds, and other vulnerable road users outside built-up areas must maintain a minimum lateral distance of 1.5 meters. On roads with multiple lanes in the same direction, drivers are required to change lanes entirely. Additionally, drivers must slow down by at least 20 km/h below the speed limit during such overtaking maneuvers.
In traffic congestion scenarios on motorways, new rules dictate that drivers must position their vehicles to create a clear passage for emergency vehicles when traffic is stationary or moving slowly. This measure is designed to facilitate the swift passage of emergency services during critical situations.
For motorcyclists and moped riders, the updated regulations will require the use of approved helmets, while protective gloves and closed footwear covering the entire foot will become mandatory on roads outside built-up areas. Electric scooter users and other personal mobility vehicle riders must wear approved helmets on all roads, meet a minimum age requirement of 15, and are generally prohibited from using motorways and certain other roads.
Cyclists will also face new rules regarding lane positioning and overtaking. Children under 16 must wear helmets on all roads, and cyclists traveling at night or in poor visibility on interurban roads will need to use appropriate lighting and reflective gear.
The revisions extend to drivers whose vehicles break down on interurban roads, requiring them to take extra precautions when passing stopped vehicles, such as maintaining a safe distance and reducing speed. Additional requirements involve high-visibility vests, restrictions on mobile phone use, and guidelines for the movement of heavy vehicles.
Some provisions, like certain requirements for daytime lighting on personal mobility vehicles, will be staggered, taking effect from October 2027. These comprehensive changes are intended to bolster road safety and provide clearer interaction guidelines between motorists and vulnerable road users across Spain.
